ly attention has been drawn to article in Osaka
nowspaper Asahi Shimbun dated the 2nd October to which vide
publicity in and out of Japan has been given ? in"which" omitted
attitude of Hong Kong regarding munitions for China is
described as unneutral and anti-Japanese. Even transactions
? with central bank for storage and transmission when despatched
are pilloried. I suggest that the Embassy at Tokyo in the
interests of international good feeling night be authorised to
issue statement that Hong Kong's actions have boon strictly
in accordance with international law and practice as to
neutrals, including the recognition of Banking's accredited
agents who purchase and forward munitions, An entirely
imaginary version of my interview, with ?ir, Rowe need hardly
be robutted, but the Embasay might give assurance that Assembly in Hong Kong of aeroplanes for China has not been permitted.
